It's kinda like making a helmet but you need to generate a .tri file. Basically : 1. Make the hair 2. Weight paint it to the head bone ( and other bones if the hair is long, really depends on the hair and how you want it ) 3. Parent bones to the hair 4. Export as .nif 5. Open with Nifskope and copy the BSShaderPPLightingProperty and NiAlphaProperty from a vanilla hair, etc... just like you would to make an item. 6. Change the textures to your textures 7. Save. 8. Export as .obj using nifskope and use the conformulator to generate a .tri file ( you can download it at TESnexus, also there's a dummy .egm head files for Skyrim made by throttlekitty, search on skyrimnexus, but I don't know if they are still necessary or if you can use the head .egms that comes with Skyrim. ) 9. On Creation Kit, to make a new hair go to Character/HeadPart/ (Male, Female or Unisex). Double click a vanilla hair, change ID and Name, on model select your custom hair, on tri select your custom hair .tri file, Valid Races choose the valid races, like HeadPartsHumanandVampire. Extra Head Parts is the hair line, it's the hair that appears when you use helmets, you can make a custom one too. hope this helps
