Vortex will continue to install the revision you started downloading, however, if you click "Update" in the "Added Collections" view it will update the newest revision and download those files. Any mods from the old version that still exist in the new one will not need to be reinstalled.

Vortex is only designed to manage one instance of the game at once. You can change the path to the game in the games section (change it from Xbox to Steam). If you want to do this, Purge Mods from the Mods section, change the path in the Games section and restart Vortex (the INIs and other data are in a different place and you need to restart the app for Vortex to find them). You should also copy the exact path Vortex shows for the Xbox version of the game in case you want to change it back (some of the validation to detect if it's an Xbox game relies on this path!).

Make sure you can actually start the base game. Then check you have the proper version of SMAPI for the game version you have. -

I think I raised this as an issue a few weeks ago. Clicking the dependency icon has filtered the table by a column you have hidden. Use the gear icon in the top right of the table and show the "Dependencies" column.

You may also want to go to My Documents\My Games and delete the "Oblivion" folder, then start the game via Steam to re-create your INI files.

From other user reports there's a high chance "MalwareBytes Browser Guard" is the culprit.

If the button isn't there, it means the plugin's highest numbered formID (internal data) is out of range of the maximum for a light plugin. You can sometimes compact these plugins and mark them light with xEdit, but I don't really recommend it as it completely changes the IDs and means it's not the same file the mod author uploaded anymore.

Find it in your SSE downloads (in Vortex) and double click it. You can then change the "Game" assignment to both SSE and Skyrim VR. This happens automatically in 1.5 but I would guess that mod was downloaded prior to this update.

Make sure you mods are enabled and deployed. Also ensure that you are starting the game via SMAPI. The bell icon in Vortex may have important messages you missed.

The error you're talking about is caused by you having rules in your setup that specifically intend to block deployment by marking two mods as incompatible.

This feature has been retired as it is no longer needed thanks to the update to LOOT 0.18. If you're having problems with the masterlist you can try restarting the app, or you can report the issue via the in-app feedback system.

Yes, you can do this already, you can show the "Collection" column in the mods view and group by it.
As for the rest of your post, I'm not sure I follow what you mean. You've basically described at a high level how the system already works. Perhaps you haven't seen the documentation yet: https://modding.wiki/en/nexusmods/collections
