When you have the top GPU in the world. Getting 20 fps on 1080p is unacceptable. If it's unacceptable, you need to use lower res textures, meshes, etc.

Even if you got it at Best buy, the game still requires Steam. There's no such thing as a 'non-steam' version of Skyrim.

Enough mods can make any pc crawl, even with the best gpu + cpu. You have to make some choices on the mods to use.

Did you try resetting AFT through its menu?

Are you certain the enb and the mods are working properly? My only explanation is that most of your mods are not working, especially the enb. Or your TV might just be 720p instead of 1080p.
