I know, that's why Bethesda hasn't changed it already. But a large part of the gaming industry also relies on the hardcore players, who obviously play and pay the most. If they make such small stuff and sell it for $10 (really, I've seen player mods that are better then the DLC), then casual players might want it, but hardcore players don't. Hardcore players might even become very angry and NEVER want to buy anything from Bethesda again. Unlike with CD-rom games, devices, and basically anything but DLC, there's one important thing that should be noticed: The supplies are limited. If I buy a CD for $50, about $5 goes to the production. With the DLC, there's $0 going to the production, so even if they would give it away for free, they wouldn't lose money. That's why DLC should be a lot cheaper.
