Most likely not only reason here, but you have loads of scripted mods running. What kind is your script latency? Warzones was known as bit problematic and possible cause of crashing. Civil War Overhaul is great mod but doesnt like game whats already running zillion scripted mods. My experience is with older version (v2), but it was causing crashes. I had to make another less modded game to play it properly and then it was fine.

For flickering water in some areas... in case if you updated/installed SMIM after your water mod. Try reinstalling water and let it overwrite SMIM (if you're using NMM) or check conflicting SMIM water mesh and hide/remove it or load water after SMIM (If you're using MO).

Do you use a lot texture replaces? Most of them doesn't have a esp-file, so they wont show up in your load order. If you're using many 2k or 4k textures, you might want to check your PC ram used total while playing. Thanks to my own love for good textures and ENB-boost "help" 8g ram total on my PC wasn't enough anymore. Upgraded to 16g and all stuttering was gone.

CTD at Skyrim logo is usually missing master problem. For example, you activated Climates of Tamriel Weather patch, but not Climates of Tamriel main file. Or using DLC plugin without having required DLC. Or if you havent used ENB before... enbs dont like programs with screen overlays like msi afterburner, x-fire etc. If youre using something similar, try to turn them off before launching your game.
