First it's better to post your load order not your mod list, use Fallout Mod manager to get it. It's important to show your load order as a mod in a incorrect place could lead to conflicts, issue, and in worst case CTD. And what might be the cause of your problem it's the shojo race .esp ( that you must not use as you have the newer and better shojo race .esm use both render the chances and fix of the esm version void), this old version had some issues with dad , mainly in Tranquility Lane but might be the cause of your problem. Other thing is your version of Sharring and Carring Companions.esm if it's the new one, take the last that didn't need fose, as it's appears that you have the Russian version of the game ( by your Russian translation of the DLC) and FOSE doesn't work in the Russian version, because it's encrypted, it's may not related with this problem but could make others. About CRBSOR you only need to have it activate when you are doing the 'Take it back Quest". So for know you can deactivate it.

First do you have the last version of fose (both the dll and the new fose_loader ,that is in a different download link, and put all the dll files that came in the download inside your fallout 3 folder? Also after the dissapering the game load? If so its normal (you can also chance the path of the falout 3 shortcut to point to fose_loader.exe instead of Fallout3.exe or FalloutLauncher.exe) Also if you have the Russian version o the Direct@Drive version of Fallout 3 they are not compatible with Fose because they are encrypted. sorry, correct (yes i have it and in the correct place,)

Did you put fo3edit in fallout 3 folder? if not, do so. Any program that deal with mod (fo3edit, fomm, fose) must be put in the fallout 3 folder otherwise the won't work

Sometimes the game chance the form id, make different of whats the G.e.ck or fo3edit shows, i recommend to try numbers near it like for example 31000ea8 or 31000ea6, also take note tha as in hexadecimal after 9 its a, b,c,d, e and f then 0 if you need to try high values. and also be aware that don't use comma in the code so its "player.additem 31000ea7 1" the comma might be the cause of the error

you can either open the 99+2 in G.E.C.K or with fo3edit (this is easier and saver), and go to the armor tab look for the helmet you want and remove the script entrie, as the visual effect it's added by a script./ i recommend to use FO3edit as will only show the armor from AEV make easier to find the onew you want to edit, and as makes a backup beforr apply the chances i's easier to recover the file if something goes wrong.
