It's probably your windows settings. That's why your screenshot looks perfectly normal to me. Check them by right-clicking on the desktop background -> screen resolution -> turn it up all the way.
It is up all the way, and I got people on steam (forum) telling me they see the problem in my screenshot. So I'm not the only one seeing blur.

I thought exactly that, they are set on high quality graphics like they usually are.
I double checked and personally clicked "High quality" when trying to confirm it.
It didn't change anything.

In order to help me better, I think its important you know my recent activity:
Yesterday my uncle came over to help remove a virus on my computer,
while he was on my computer he switched over to Save mode networking and
changed the screen resolution (cause the screen was very squished in)
He was able to help remove some of the virus (it was a spam virus,
commercial adds when on the internet.) After I got back on, I went to
play the Sims 3, and noticed my screen ratio was messed up, and it
was blurry. I put up a topic on a sims forum for some help, and figured
I'd play some Skyrim while I wait for a response.
But when I got into Skyrim, I noticed the load screen was very blurry
then when in game, I actually squinted my eyes thinking my vision
was getting worse. (I wear reading glasses, for reading only)
I then began to worry thinking something is wrong with my graphics
card. But I don't know how to tell, the last Skyrim save I had was
crystal clear, now its all blurry. I haven't touched a mod for graphics
and my Resolution IS the native resolution in both Skyrim and my monitor.
What can I do to fix the problem? Is there a way to tell if my graphics card
is to blame? I have an AMD Radeon 6700 HD series graphics card.

Above, the visual is somewhat impaired, so the title may make you think it was worse
then what it really was, but just look at the road, and my characters, you can't tell
me you don't see the blur. If for some reason the visual above looks normal to you
I don't know why, but I can see where your coming from, point is though, my graphics
have blurred, and lowered since my earlier saves. Re-loading a save, does not fix the
problem.
Any help is much appreciated, I'm not listing my boss load order, it had nothing
to do with the situation I'm sure, I haven't changed my mods since last time
posting a topic and everyone said it was ok, nothing out of the ordinary.

ok, I've had Skyre for 3 gameplays now. 1 was an accident, the other two have worked fine.
I've run into a bug that just showed up today- while playing the dragon-priest daggers
I had for my assassin, used to do 60 some odd damage. Now they do 19.
Ebony armor used to protect 100+ I think, now it does 47 yet the helmet protects
93 or 84 I think it was. Clearly this is an issue. I've run into armor rating bugs before
and got some help. But this time its different. After following the usually steps, and making
sure I got the reproccer, and the USRP, plus the reproccer patches and XML Edits, the problem
continues.
Can someone help me?

I just fixed it recently actually. Turns out that my CPU was double overclocking at 99% on skyrim and 99% on vmhost.exe
after getting rid of vmhost.exe things went back to normal.

Yesterday I was activating some old mods for another character I play. I'm no noob when it comes to the severity of activating script mods
via Nexus mod manager and sorting them with LOOT. However yesterday something different happened.
When running SKSE I noticed that the game took a lot longer to open: about a minute or two before I'm seeing
the Bethesda logo. Then when it reaches the Imperial dragon symbol, the game wont continue, it just
waits there for an infinite time. My only option is to activate task manager and end the process.
I was able to verify the integrity of the game, to which 1 file was missing. After such, the game still
took abnormally long to start. Finally I was able to get in game, but things didn't run correctly
like SKSE's mods weren't running properly.
After getting out of the game to try and resolve it- I'd seen an application error. I don't know if it
was for SKSE, but I have a feeling it was. I was too tired last not and foolishly closed off the box
to go to bed.
I'M POSITIVE THIS ISN'T A MOD PROBLEM!!!
I've had these same mods for a long long time
and switched back and forth before. And earlier
yesterday, I DID play a little Skyrim, this problem
only occured at night.
Has anyone encountered a problem like this where SKSE, or Skyrim itself
takes abnormally long to startup, then freezes at the imperial logo?

Ok, I'm trying to understand what it is you exactly want. I got a little confused, do you want my Fallout 3's settings? its set to ultra
and most everything else besides mouse sensitivity is default. Mouse sensitivity is 4 bars higher then it was on default and my pip
boy radio is max.
Also you asked for my desktop without icons? here is my desktop.
Note: I do not have alienware, I got a special skin design for my windows 7
computer.

Well I used Nexus mod manager to install all these mods. I'm familar with the GECK, Boss, LOOT, and FOMM if thats what you mean by "what tools are you used to?"
The CTD seems to be happening outside vault 101 nearby megaton. If I travel by sprinting, the area LOD doesn't load up properly
and eventually It'll crash. After I re-load again, I see a few monsters that FAILED to spawn so I guessed that THAT, coupled with
the lack of LOD generating causes the CTD.
I've been told that i have an amazing Graphics card, but a poor processor.
here are my specs.

Can anyone please verify the compatibility, or problems that could occur having these mods installed?
is it normal for Fallout 3 to continue crashing EVEN WITH the fallout 3 updated patch?

Ok I wanted an opinion on my mod list to make sure I did everything ok. I recently got back into Fallout 3
and am trying some new mods, problem is, getting these things to work was taking, but I'm not new
to modding so I had experience under my belt and got them all working. However after playing some game
play, I've noticed that it crashes when playing, and not long either.
My first crash came when I tried to enter Megaton. I ended up console commanding my way in
via coc Megatoncommonhouse, after speaking with the sheriff the crashing was solved.
But now, every time I travel a good distance, the game may or may not crash. I didn't see this
as something to post on the technical support since it may be normal, but I thought the patch would fix
the crashing.
Can someone offer an idea as to what may be causing the crashing? or is it normal to crash. and not load terrain
when traveling? (takes a bit to render terrain at times.)

are any of the mods in the list causing this crash? I'd like to keep these mods but if I can tackle
whats causing the lag in terrain and crashes- maybe I can fix it.

For a few weeks now I've been working on an alternative gameplay for the player. I wanted to make a mod where you side with Alduin and ultimately take control
over Tamriel starting with Skyrim. Don't ask the details cause its complicated right now, and its still in early development. But in short, the ideal is that Alduin offers to
not destroy the world, if you join him and restore his rightful lordship.
Currently right now however I'm in a pickle. I wanted to make the scene with Sahloknir play out differently. Alduin is rising Sahloknir
and your tasked with making sure he isn't disturbed while rising this important dragon. I don't want to alter the vanilla since that
would be dangerous, but I'd like to find a way to make Alduin NOT say the lines of that end with "Sahloknir Kill him."
Is there anyway I can get the scene to halt and transfer over to my quest? or something I can do with another script to force the scene to end and start mine immediately?
where instead Alduin speaks to you about Sahlokniir's importance and a job well done before Delphine emerges to attacks with someone else by her side instead of you?
The quest would be then to DEFEND Sahloknir.

I don't think the player was actually in the coffin. Try crawling into the coffin again after the scene, you will be pushed inward then outward immediately.
I know how to disable game controls and force first person, but what I want to do is basically take the camera off the player, and put it in a none moveable object.
Here is how it would work
New Objective, hide from your assailant! (can't be killed as of now.)
You run to a draugr coffin and it has a trigger to activate. The script will then
move the camera angle inside the coffin and move the players body into a temporary
cell, as to avoid your body being attacked by your assailant while you hide.
Once its safe to come out, press the activate key to push the druagr coffin open, script
will move player just outside and re-position the camera to focus on the player.
How would I go about doing this?

I didn't know how else to call it, but I got curious as I may need work for this in the future. But how can I take the camera visual of first person
and slab it onto say a static object? As reference I'm talking about when the player is forced into a tight squeeze where the
camera cannot fit without glitching (or your body is too big.)
Like in the dark brotherhood when you hide inside the coffin and see the Night mothers face up really close. I believe the camera was switched
for that, as I cannot fit my player into the coffin otherwise.
So the main question is this, how can I change what the game is focusing on? instead of the player, how would I get it to
focus on the inside of a draugr coffin, like you were hiding inside it.

That seemed to do it thanks, but it kinda feels wrong throwing her away. My character fell in love with a glitchy argonian, so he had to disable her and get a new one.
lol, I hope this doesn't happen again, cause if I keep "Disabling" wont it leave blank Shahvee's around the area, causing lag? Would it be better to markfordelete
instead of disable?

anyone else able to help? Should I just try marrying her and seeing if she realizes her packages afterwords?
or is it a glitch with Shahvee being in Windhelm and after I remake my land owned home she will execute her packages normally?

I just went in game and did that. She ran away and I was arrested by a guard.
When I came back, she was standing still where she had run off to when I was being arrested.
I tried hitting her, she runs and then waits in place when I submit. Force shouting her, almost kills
her, but when I submit she waits in place again.

Today I was replaying my Argonian character, recreating him from scratch
and using Skyrim Redone for him as well. I've noticed a bug that just can't be
ignored.
Some npc's (Namely_Shahvee) wont execute their usual ai path. I was about to
get my argonian and her married when I noticed she was standing outside the argonian
assemblage doing absolutely nothing but commenting how she loved my character.
I tried opening the console and typing evp. She will look straight
for a moment then go back to headtracking me and saying things, but
never moves. I tried Reset AI command and nothing happens.
I tried pushing her, she wont do anything. I typed RecycleActor
just for a test, and she respawns inside the assembladge, naked
and still standing there.
This is kinda a rare occurrence as other npc's don't really
do this, but I kinda want Shahvee to move, especially
since my character is going to be marrying her.

Thank you thank you thanks you, I'm positive this will work as I wanted.
I knew it wouldn't be too difficult, I was mostly having trouble with the
&&
code, it kept giving me errors
saying there was no output script for &&.

Ok thanks for the information. I'll be working with the OnSpellCast() its what I was looking for, now I just need to figure it out. (shouldn't be hard at all.)

I've been trying to figure out how the main quest-line progressed after you used your shout for the first time on the optional list during Dragon-Rising.
But I cannot see how the quest completes that objective after you use "Fus" I'm working on a quest that needs you to use your force shout to complete and objective
So what script senses when the player uses a force shout?
In case that was kinda confusing to read I'll write out a sample script of what I need done.

Now I'm sure the above script is wrong in so many compiling ways but its just a quick sample of what i want to do, I want the game to sense if the player is looking to the sky
and if so i want it to sense if he/she just used the force shout, if so the stage is progressed to stage 50. Can someone please help?

You don't shout to the sky though, for this quest I specifically want it only to work if you shout to the sky. I was made aware that with conditions you could control where
the players line of sight had to be in order for a script to progress.

I just looked, and I can't find where the shout optional objective is completed script. I find "Use the shout"
Allows shouting. But no script to advance the stage AFTER force shout has been used. my only lead is MQ104

Its fixed now, I don't know how to exactly explain it, and I don't know if its a permanent fix, but after telling Skyrim to play on "High quality" multiple times
and loading the save file over and over, it eventually loading the game in higher quality graphics.
