Have the same issue right now here in 2017... still no luck for me. My problem persists even after a complete wipe of my system. Factory reset. I re-installed skyrim, skse, and the NMM. I was in the clear again, I was downloading mods off of the nexus when I stumbled upon FNIS again... I figured id need it for anim mods... downloaded it. opened it with administrative priveledges... hey just to anyone watching this post... (dont hop on my neck) im working with a touchscreen dell laptop, its a 15.6 in screen and is supposed to run something like 1366x680 hd res (the second number is just a guess im not sure at all) and ive had skyrim since before christmas. i have at least 120 mods and before i was running skyrim at a comfortable 35-45 fps, then after i f*#@ed up my ini. i clean installed skyrim again. deleted bot folders for skyrim and checked the cache through steam, and fixed it. then all of a sudden my framerate just drops to 9 and stays there if im not moving. (oh ill get to he movement in a second) and i have the same mods i did when i installed skyrim, ive kept them up to date and havent really increased my mod size, i use skse and tes5edit and i have FNIS installed as well. i could post my list, but i doubt you would like to read the lengthy order. and like mentioned before all of a sudden my fps is 9-10. no matter where i go, or what i do. fresh out of helgen. like i have nowhere to go and my quest is to talk to alvor. this is a new save, so none of my menus in skse are an issue... im stumped, and nobody else really has this problem it seems. my laptop is windows 8, and can run league of legends 60+ fps, borderlands 60+fps, bf4 45-50 fps, and bioshock infinite at 50 fps. yet skyrim pervades my eyes with 10 fps, and whenever i move, as in touch a key in wasd it takes about....4 seconds to register, and then i move. combat is unbearable. would anybody like to give their 2 cents? and perhaps even a quarter for good luck? if you dont do it for me. do it for dolan.

Im late on this as always with the nexus forums buuuuut. I am running a Dell touch laptop with a intel pentium processor. Problem with me is that i was just running skyrim at 35-45 fps outside on medium graphic with decals on ultra for EBT. I messed with my ini. to change stuff and i didnt back it up x.x stupid me lol. so basically it did the red tint mask bug and i removed it from my computer completely and reinstalled through steam. now it doesnt get above 9 fps on lowest settings with no decals... all of this happened over the last 3 days. and now skyrim is completely unplayable. any suggestions or ideas on what may be happening and how to fix it? (i also just turned the shadow effect down to 0 and im running the safety load mod. i have about 120 mods installed and most are just animation mods or weapon and armor retexs, but i never had this problem untill i reinstalled skyrim. really annoying and 9 fps is beyond the unplayable thresh-hold for myself.

So allow me to start off by saying, i have been following the progress of the NMM for about a good year. What I have seen in that year are some major steps for this type of program. Not bashing NMM or anything, but the server issues are a major problem for me, also i am in the midwest (specifically nebraska). Just to go in depth on these server issues, I, for one, cannot download mods one after another as a good 6/10 mods either A) say they are downloading and just sit there, not changing servers or making any progress, or B) claims that the server is unreachable, and in the case of the latter i cannot download anything for a good 48 hours. :/ also just in my lighter opinion of the NMM, it is an amazing tool to use for modding, as i have neither the time nor the patience to install the mods manually nor do i have the time nor patience to scan them for virus's and thats where the NMM comes in. i believe if the NMM was an ai it would say,"oh? you would like to download this mod? and unpackage it and place it where it needs to be in your load order? why dont I just go ahead and allocate your BSA files and add contents to your ini. :)" but i digress, this is a wonderful help to a person who lives on a time oriented schedule xD ( i rarely have time to get a good 2.5 hour session of skyrim in except on weekends), and I for one have a group of friends that do a lot of coding and programming and Im sure we could find time to help with this wonderful piece of software.
