Overall, Oblivion is better. Horses, hoods, a JOINABLE Dark Brotherhood...

And Morrowind has a better quest line, more joinable factions (three Great Houses, three Guilds, Morag Tong, Imperial Cult, Imperial Legion, Tribunal Temple, East Empire Company), more NPC variety, better skill sets and actual "beast" races. As for graphics, MGE can make Morrowind do anything Oblivion can and more. Modders have added rideable horses, and the Morag Tong is better than the DB.

Actually Morrowind roughly the same size as Cyrodill, but the island of Vvardenfell (where the game is set) is smaller than Cyrodill.
