Plugins not sorted because of cyclic rules

I do not understand why this is a thing, Besides, even after uninstalling the mods containing these files, it persists and keeps telling me this. and doesn't allow me to sort anything. which causes a lot of problems when i go to play the game.

Not a lot of time passes after firing up the game, it either freezes entirely. or it crashes outright.
What can i do to fix this cyclic rules problem i'm having?
PS. if it isn't clear, this is related to Skyrim Special Edition.

search the forums, this topic has been discussed many, many times.

btw - until you resolve the cyclic rules you wont be able to play your game.

Given i removed ALL the mods that was causing the cyclic rules problem, i don't see why i still have them.

plugins not mods. make sure the plugins aren't enabled.

and search the forums - its been discussed to death and the solutions are there for you.

Cyclic rules happen when you put plugins in groups, and then try to sort the plugin that breaks the rules of the group sort order
