A no vigilantes mod?

I walked into Whiterun and half the town's populace were busy chasing a thief with daggers in hand ready to hack down this fellow and were willing to continue to chase him out of the city! Regardless of the age of chivalry, no right minded citizen (epically those with a family) would risk his or her life to MURDER someone (seeing as an arrest is not an option,) why don't they just allow the town guard to do their job and to administer justice?

This is also the case for dragon attacks, some mods tackle this by forcing the NPCs to hide inside which is a good start. But for me, the people of Skyrim are just too courageous in general. Like I said before, Skyrim was in a different time, im sure that most families would have had a tradesman or a solider within the family to offer weapons training etc, but this still doesn’t explain why they would be willing to kill a fellow citizen no matter what crime he just committed.

  • Citizens should stand in awe as guards pursue such villains (or the pc) to ETIHER kill them or arrest them, depending on their crime. Do guards arrest NPCS? Is this even in the game? If NPCs witness a crime and (according to these guidelines) do not have enough bravery to act, then they run away and tell the guards without trying to kill you.

  • Some citizens in 'less civilized' cities, so Whiterun for example would have those who act like they do currently such as those in the Companions or those within the two main families and are trained with the sword (people like Nazeem and 90% of the city would be exempt and that would stretch to like 98% in civilized cities.) But within Solitude for example where you have nobles and the more established within society, these weaklings would let the guards do all the work or even RUN AWAY in their cowardice!

  • The game needs less killing in general, I know you could get your hand chopped off for stealing or whatever in the past. But why would any country KILL a citizen for theft? If guards see you commit a crime they first try to arrest you, this should be the same for ordinary citizens, they attack on site instead of reporting it to a guard.

So this is just one of many things which Bethesda missed to make the game realistic, ive never seen a mod like this but I dont think one would include all the things I want anyway, do any mods exist which make NPCS less brave etc?

It's been a while since I played it, but I believe Morrowind worked like that, with most people running away when you commit a crime in front of them, only the guards chasing you. It would be neat to see that in Skyrim, I agree.

Yes, they would run away and report it. which meant you had to kill them too.
