Oblivion FPS, Vsync, stuttering

So recently I've been trying to fix what's been causing skyrim to stutter, and after a few days of attempting to fix it, I just gave up. After being unable to fix that, I decided to play Oblivion again, and guess what... stuttering!

 

I'm fully aware that Bethesda's games have been plagued with micro stutters, but the stuttering I'm getting from both games isn't as I would call "micro". The strange thing is is that I maintain a steady 57-60 FPS most of the time (95% of the time at least)(on both games), but still get stutters. The stuttering in Skyrim isn't as bad as Oblivion's, which is even stranger, and that's with no mods and a clean .ini file.

 

To try and solve the problem, I lowered all of the settings down to their lowest and still had the large stutters. When looking left and right, and up and down I had no stutters, but moving around and looking at certain area's got it to stutter really bad. I should also mention that no mods or expansions have been installed and they all are both up to date.

 

I did discover that by disabling Vsync in both games, my stuttering stopped, but then got horrible screen tearing. Enabling got rid of the screen tearing and brought back the stuttering. Using CCC to modify these settings didn't change anything.

 

The reason why I mention Skyrim is because I had the same issue as I am now with Oblivion, so I want to see if I can actually discover what is behind this. I understand if Skyrim cannot be improved any more, but Oblivion is running... pretty much like crap at the moment and it's really annoying.

 

My system specs:

 

Intel Core i3 3220 @ 3.30GHz

AMD Radeon HD 7850

8GB RAM

Windows 7 x64

1900x1200 Standard Resolution @ 60Hz

 

Any Help would be appreciated.

Are you using your monitor's native resolution in-game? If not, do so. If that doesn't help, lower the resolution. The fact that VSync is causing this says that your graphics card is struggling to keep up.
