Galmar Liberation of Riften bug

I know this topic has been adressed over and over but I can't find a solution for my specific problem. The core problem is that Galmar won't give me any dialogue options to start the assault on the rift.

I'll set the stage. I stretched the main quest line over my whole playthrough and just recently I joined the stormcloakes. To capture Odavhiing I started the quest "Seasons Unending" and at the peace treaty I traded Riften for Markarth and Morthal, which I think resulted in glitching the stromcloaks questline. So after defeating Alduin I carried on with the orders of Ulfric: deliver the axe to Balgruuf, conquer Whiterun, ... But when I had to liberate Falkreath (Fort Neugrad) and therefor report in with Galmar the game glitched the first time: no dialogue option. After some searching I found a solution by disable and reenabling Galmar in the game and the dialogue option popped up. So I liberated Falkreath from the evil clutches of the Imperials and went on with my questline.

 

Because I already negotiated the surrendering of Markarth and Morthal the game probably skipped the liberation of those two holds and I immediately had to liberate Riften. But here it went very wrong. For the second time Galmar refused to give me a dialogue option to start the assault. Again I did some research but every given solution I tried, failed: fastravel and travel back by foot, go talk to Ulfric, get Galmar to his knees, the werewolf solution, sleep and wait for hours, keep starting a dialogue with Galmar, ... I even tried the first solution by disabling him but again it failed to work.

This is a bit frustrating knowing that this is actually one of the last quests I need to do. Aside from the radiant quests there is not much more to do after I finish the civil war questline.

So if anyone knows how to fix this specific problem I would be very grateful!

Are you using a Civil War mod? Markarth and Riften are not in the vanilla CW quests.

In the case of a mod, you might have better luck looking at the mod authors workarounds (if there are any) and reading the mod discussion page to see what other users of that mod are doing and if there is a fix.

In the Case of Civil War Overhaul, the author has some stickies on his discussion page that list a lot of issues, compatibility issues, requirements for proper installation, etc.

This is just a something I'm going to put out there. I had a problem just like you with Galmar on a previous playthrough. What worked for me was the following: Hitting him down until he's on his knees. After he's on his knees, open the console and type "disable". Then close the console, open it again, and type "enable". I tried every other solution and the only one that worked was the one I just wrote above. Hopefully you can fix it. (Note: This is for the "Reporting In" issue, but it should work in your case as well. Also, try fast traveling FROM the Stormcloak camp TO the Stormcloak camp, if that makes sense). Good luck.
