WICO Mod Not Working

I'm pretty new to modding. I'm trying to apply this mod for Skyrim and I've followed the process through the Vortex client but the installed mod isn't showing up in the plug in section. And I thought it was because I didn't have it on the same drive as Skyrim. So, I went in and fixed that, but its still not showing up and when I go into Skyrim, the mod isn't applied. I've tried copying the mod into the actual Skyrim Mod folder and that doesn't work either. Any suggestions?

Hopefully you PURGED, BEFORE you moved the Mod Staging Folder, and hopefully you used Vortex to move the Mod Staging Folder.

Then, once you used VORTEX to move the Mod Staging Folder, did you go to SETTINGS----->MODS and make sure that HARDLINK was selected as the Deployment Method?

 

But you're going to have to figure out how to remove the mods you manually copied into the game folder, because that's NOT how you do things if you're using Vortex.
It would've been a lot easier to help if you had asked BEFORE you did all that
