Do I need to be online to play Skyrim LE using vortex as a mod manager?

I thought since I bought Skyrim through steam and vortex downloads etc... that the internet connection was not needed. I can play Skyrim without vortex and without internet but when a storm took me offline I am suddenly without my mods. wtf? Am I totally off on this? If so, I can take it. But I need to know.

vortex is a mod manager - nothing more, nothing less.

you don't need it to be active to play any game.

Sounds like STEAM was the issue. Even in offline mode, it needs an internet connection.
