ESP to BA2 conversion?

So, I've had no end of issues getting mods to work, especially anything that isn't a BA2 file

Mods such as Enclave Operator, any of the COD-inspired armors that utilize CBBE (I admittedly don't like COD but like, the outfits are cute), and any number of gun mods do not work. Invariably when I look into what files they are, they are esp files

However, something like the Heist Outfit - BOCW (a personal favorite outfit mod), and endless list of gun mods such as the Springfield M1A and Russian Assault Pack, even The Wilderness or The Librarian story mods both utilize ba2 files rather than esp, and all of them work on my PC. The Handmade Anti-Material Rifle is an odd duck, however, as it's the only ba2 file that didn't work.

There might be other things I can try, and I would appreciate suggestions otherwise, but I feel like some file manipulation would possibly be the best place to start when I've already done a lot of leg work to get other mods to work.

So, does anyone know any software I could use that converts non-ba2 fallout mods to it? I don't even mind if I have to pay for it at this point.

ESP files and BA2 files are not interchangeable. ESP files include the instructions for the mod, BA2 files are the archive of all the assets for the mod.

Any mod with a BA2 file should also have and ESP file, or an ESL file (another type of ESP file).

It sounds like you are having trouble loading mods with "loose files" and should google instructions for how to make them work properly with your game.
