Why do Super mutant Overlord have Tri-Beam Laser Rifles and where are they getting them? Who's the supplier of these weapons?

Good question ... the developers added the tri-beam's to the Overlord's as a greater enemy with a more effective weapon because of the

DLC - Broken Steel - just to make it tougher.

 

Without posting spoilers I'd just like to say that variants of the tri-beam laser are to be found in Fallout 3 long before Broken Steel ... as a matter of fact one specific laser rifle fires "nine" beams.

 

This tells me that laser technology is still very much alive even after the Nuclear exchange took place that wrecked the world.

 

Anyhow, to the main question, if you "study" for want of a better word, the super mutant history you will find that the super mutants on the East and West Coasts are not from the same group who merely migrated in both directions.

They have separate origins ... the super mutants in the Capital Wasteland, according to the historians were first developed by the scientists in Vault 87.

Though they are not that intelligent, many of them still retain a fair measure of intelligence ... the mutant you speak to in vault 87 might not be rocket science material but "it" isn't that dense either.

 

And so according to the historians, though they have limited intelligence they are still able to;

 

1) organise themselves into raiding parties, like Galaxy News Radio etc.,

2) they also have the knowledge as to how to turn a human into a mutant with the FEV virus, as you well know that one of their main goals is

that they're constantly trying to make more of themselves by capturing more humans - that's if they aren't hungry enough to eat them first.

Which means they have at least a fair amount of understanding of biological matters, and,

3) therefore, it's logical that if they still have that measure of intelligence, then it's fair to assume that they also have an understanding of

science etc., enough for them to create laser type weaponry.

 

Therefore, my take on your question is that the super mutants created the Overlords and also modified the laser weapons into

tri-beam lasers.

They are getting them from dead Enclave soldiers. Best supply system in the Capital Wasteland.

Maybe the super mutants broke into an armory outside of DC (but near Vault 87) and found a stockpile of weapons with the higher ups (overlords) taking the best stuff.
