Can't connect to meta database

I have been trying to help fix an issue my brother is encountering, so any help would be appreciated.

I don't know why, but Vortex keeps saying that it can't connect to the meta database because another application is trying to connect to it, so far I have looked in

task manager to see if it is stuck running, but alas there are no other instances running, I have also added it as an exception to Bitdefender, also tried reinstalling to no avail.

 

also it gets this notification saying that the installation is corrupted.

 

Any tips?

For some reason the meta database constantly thinks it is being access even when Vortex is uninstalled, and deleting the meta database file does nothing/can't be done because it is "open in another application".

I just want to know how to fix this.

Sounds like something (probably some kind of subpar security app) has messed up that file or its permissions.

I have tried adding exceptions in Bitdefender for Vortex, but I will try and see if I can add an exception to the specific file.

I have tried deleting the LOCK file, but it refusing saying it is open in another program.

My brother also tried this when this first started happening.
