It seems to load up fine, but it won't leave the title loading screen. It's just stuck infinitely loading a black screen right before the "War Never Changes" starting cutscene.

Deactivate all your mods, see if it will progress.

Yeah, I did a purge with the Vortex manager and it all seems to load fine. Which is odd, I was able to play before with even more mods than this loaded. I even completely deleted my "Fallout 4" folder and re-installed everything from steam (DLC included) and that didn't help when I reactivated them, same bug as before.

I had this problem. Infinite loading on new game in my case was caused by a mod dialogue box being covered by the black screen. Waiting a minute or two, then pressing enter started it up immediately.

use LOOT will tell you which mod needs cleaning, also will tell you which order to put them and haven't read all your mods(too many) but there a couple mods that I use that boosts your loading,if you don't know how to clean mods use xedit but with auto cleaning it will clean them
