Error: Start up fail

So basically my power went out when i was launching Vortex to other day and ever since vortex has be giving me this error

I've check task manger and screwed around with that, didnt help. I uninstalled and re installed vortex didnt work. I dont know what to do at this point. Can anyone help?

I'm really confused how so many people get into this state. Basically some of the important files in %appdata%/Vortex can currently locked so Vortex thinks another instance is running. If you can't work out which files to update the ownership of, you can delete the entire %appdata%/Vortex folder to reset the app to defaults.

I'm afraid you've been had, Picky. Our boy "Kenneth", if that even is his real name, is naught but a spammer in our midst.

Could you if its not too much to ask give me a quick step by step on what to do, im sorry im still rather new to pc.

If it's an exact copy, it's 99% going to be a bot/spammer. I've banned them now.
