Unfortunately no-one but Bethesda can fix it because it's hard coded. The stupid thing though is if you contact Bethesda Tech Support about it they go "sorry but we can't reproduce your problems". :wallbash: Link to comment Share on other sites More sharing options...

And VATS is yet so much accurate and timestop. Nothing about the way or why one uses it. PS: even in the real world, that spread factor is something that is independent of the aiming skill and the lacking of this last will prejudice even the most accurate weapon... both are needed.
