CravinaRaven
So basically the situation is, I have tried using the XV Enclave reworked mod, and came to find that the bunker the items were supposed to be in was instead called the "Benedict Hock Bunker" and I was met with the Benedict Hock who is equipped with a s#*! ton of 5mm, an assault rifle, and the mysterious strangers coat. He has no voice so it's def a mod, not to mention it doesn't show up on the wiki, and annoyingly doesn't show up anywhere when I look it up. For reference I have tried seeing if uncut wasteland added it, it did not. Most of what I have is extra armor nonsense, better textures, weapons, etc.

M48A5
Go up to the character, open the console and left mouse click on the character. You will then see at the top of the screen his name and Form ID number. Type in GBO and read the resulting number. The first two digits of the number is the load order number of the mod. If the first two digits are 00 or any of the DLC load order numbers, he is not from a mod.

CravinaRaven
so i did this, and uh. i found it was bonnie springs rebuilt, didnt wanna get rid of it so i tried some weird attempts to get them to work. and oddly, i managed to get them to cooperate by opening the door behind benedict hock. with the mod disabled. what i mean is in vanilla its an easy lock, and the enclave mod items are behind that door, but with the bonnie sorings mod it adds benedict hock and makes that door inaccessible. but if its already open, then it just remains open and cant be closed, while still have both benedict hock and his bunker, and the enclave mods section of the bunker.
