How about adding some (crazy) religion devoted to Illian?? That the forts have a Big boss that wields that weapon?? Maybe we could put one in each squad in the IC-quest and a group of those at the palace? This could be particularly useful for me, as they could function as the boss that needs to be beaten before you can give the all clear for a district and can go to the next one. Via the Weye bridge into the Talos Plaza district, or through the waterfront district? Cause i really would like to see some horses at the stables beating up Illians men.
