It looks pretty similar to BD Camouflaged Stealth Armor Textures.

As far as the screencaps show it's not exactly the same, but I think you'll like it.

I have been trying to identify what mods this player used to create such a beautiful looking face/head for hours. From what I have gathered so far he/she used

It's very likely that the owner of that character created her as a custom race. It's an easy thing to do in GECK, and it is enormously helpful when trying to create nice looking characters.

 

Fallout's in-game character creation is pretty limited and there's only so much you can do with those sliders. Creating a custom race in GECK opens up much more possibility because you can customize your base race almost limitlessly, and then use the in-game sliders to tweak just a little if you want to (or not at all!). The customization in the GECK is great because there are many more sliders to play with, so you can work on more areas of the face than you can in game and make a lot more small changes that all add up to a big difference.

 

I'm sure there's a tutorial around here somewhere that explains how to create a custom race using the GECK, or one of the folks around here might help you out if you ask (I'd volunteer, but I'm about to hit the sack!). You could maybe play around and experiment with that and see what kind of pretty characters you can come up with. :)

i found a mod, a few days ago, but forgot to download it... unfortunately i also forgot the name!

 

it was like a weapon that would make the corpses to vanish, like if they were killed with laser/plasma! :(

... I guess that's gaijune's Paladin Power Armor for the armor, i don't knwo for the helmet... there's another mod using these meshes, but it's on F3Underground.

That's an Oblivion mod converted to Fallout 3. As far as I'm concerned, it hasn't been uploaded yet.
