Due to the physics engine being somehow tied to the FPS (please don't ask me why or how). My FPS were higher once and i got killed by a mug shooting across the room :D But if you want to unlock the FPS i would look at https://www.reddit.com/r/pcgaming/comments/5aa7w5/confirmed_120fps_fix_for_skyrim/ for different settings explanation. Afaik there are additional settings for that in enginefixes.toml from https://www.nexusmods.com/skyrimspecialedition/mods/17230 and the enbseries.ini - if you are using ENB.
