Since this thread was brought back from the dead anyway, the Additional Techniques mod by Felisky allows you to fire multiple arrows.

Seems like the mod author abandoned this. Sounds like it was going to be amazing and exactly what I was looking for! I'd love to be able to do a badass archer build but there aren't any really cool archery skill mods like this. The artillery mod has a rain arrows kind of thing but not like I really would want it.
