The forums can be moderated to the people who start the forums, and this can also apply to make an 18+ forum.

What are you talking about? Every game with mods hosted on the Nexus has its own forum section (under "Game-specific forums") and the most popular ones have sub-sections for modding, tech support, mod support, etc.

 

And why would you want anyone other than the site moderators to be moderating? This isn't Reddit

Showler is right, in the main site navigation if you select "Community -> Forums" when viewing a certain game you'll be landed in the discussion for that game specifically.
