Extracted downloaded files go where...?

I've only recently discovered this website, and I'm very grateful for it. This will sound as dumb as it can get, but my early days with computers actually involved punch cards. Unfortunately, I've not been able to keep up with the incredible changes over the years so I tend to stumble a bit with the technical side sometimes. My son turned me on to Fallout 4 a while back and have played through multiple times. You can only replay 'vanilla' so many times before looking for a way to be a bit more challenging. I heard about Horizon 1.9 put out by Zawinul and have read about it and have downloaded the 4 files recommended. My question is, after downloading the files, they need to extracted and put......where? What do I need to do make this wonderful redone version available to load as a mod when i start up the game? I have a clean version of Fallout 4 (through Steam) and everything is up to date as far as I can tell. Thanks for any help. Please remember to use small words. :)

Thank you for your response. I had seen the install instructions before but was unable to decipher exactly where the extracted zip files were to be extracted to. I have a Steam version and I'm unable to find the .exe file. I have the app launcher and another app file that is 64 MB that would seem to be the file that I need to access, but upon opening, it only shows me a 'Windows Shell' and the file structure to that point. all my other files are basically .dll files. I'm a bit cautious about where to put the extracted files.

Do yourself a favor and use Mod Organizer 2 to manage your mods with.

It is extremely easy to use and it leaves your Fallout 4 game installation untouched.

With the Rootbuilder plugin you can even install the mods/utilities that normally get installed in the games root directory with Mod Organizer 2 as well.
