Hi all FNV nexus users!

I thinking to share this how to get FPS higher than 30 on fallout nv. I searching for days how to get my fps bigger than 30 and every pages has different solutions so i think combine all advices to one topic.
Finally i found a answer to working FPS increase and i share it there if someone have the same problem.
Sorry bad english im from finland, but i hope you understand something.

I got this installed:
-FNV4gb: http://www.nexusmods.com/newvegas/mods/35262/?
-FOSE: http://fose.silverlock.org/

-NVSE: http://nvse.silverlock.org/
- Radeonpro (this is not needed to increase fps, working only ATI cards)
- d3d9.dll for ati: http://www.nexusmods.com/newvegas/mods/34970/?
- Stutter remover: http://www.nexusmods.com/newvegas/mods/34832/?

- +200 mods

GUIDE STARTS:

- Fallout.ini file changes (ini files is on My documents/my games/FalloutNV and Fallout install location where is FalloutNV.exe:

Change Fallout.ini: iPresentinterval=1 to iPresentinterval=0

This dont help FPS maybe, but prevent game freezing and crash:
Change Fallout ini: bUseThreadedAI=0 to bUseThreadedAI=1
and add another line after iNumHWThreads=2

And Last, this finally increased my fps 30+
I got main menu FPS 190 and game with 200+ mods my fps increased 30 to 80

This have 2 choices:

- Search your fallout main folder "stutter" if you remove it all fps increased and not cause damage to game.
- BUT better solution is to open file "sr_Fallout_Stutter_Remover.ini" and there is lines

MaximumFPS = 30
MinimumFPS = 10

Change those to FPS you wanted, i Use:
MaximumFPS = 666
MinimumFPS = 28

and Done!

Hi,

At the very Top of the stutter remover INI is the Main Section. Use that to just turn it off, if your going to defeat it. (change the 1 to a 0) where it says "ManageFPS".

Master = {
_comment = You can turn on or off each distinct feature from here.
bManageFPS = 1 <<<<change that to a 0

IT does have a purpose, That is to smooth out the game, it does what it says,. Going past the refresh rate of your monitor not something I would tell others to do. Use it to cap your FPS to, nearly the same as the refresh rate of your Monitor. Have a 60 hz monitor?....then set it for 58!.

But if ya have some super computer that can hold 80 FPS and not drop, man that is some RIG. I get 5 -8 NPC"S fighting and i am seeing 30 FPS down from 75.

Let it do its job.

I prefer the drop from 58, to 25-30 FPS then to watch it go from 144 to 25. THAT you can notice. I run it at 30 FPS, and it might drop below 30, 5-6 times in 4 hours. To me that is smooth. Spin 360's while sprinting....get into a fight with 4+ NPC's and have no hitching, Run sideways no stutter. Without Stutter remover, I could not play this game.

Still have not Gimped my CPU by limiting it to 2 cores, the game does enjoy using all 4 of my cores, Steam says I have only played 74 hrs tho.

So anyone reading knows , you can just turn off the managedFPS in stutter remover .

Could you post your Mod list....Curious to see a 200+ Load order.

Good Job with the information, Your right having it in one place helps.

Nice mod list , I saw a few that sound interesting. And everyone says their is a soft cap of mods, at around 139 Mods.

This is interesting , as i am only at 96 mods , looks like i have room to expand.

Thanks for posting the Load order. Is that sorted by BOSS ? I also don't see a merged patch, or a Bash patch. Nice job as you say the game loads.

Do you mean on 60hz monitor it helps when fps limited to 58?

From what i have read , yes, not going past the refresh rate of the Monitor stops screen tearing, and using Stutter remover keeps my game liquid smooth.

Thanks all this more fps info.
Yes, i installed today 8-10 new mods, more recipes to food, leveled list organizer, more meat to animals etc..
If someone wants to real hardcore gaming and realism like me, install:
New Vegas Realistic Battle and Dynamic Combat: http://www.nexusmods.com/newvegas/mods/34921/?tab=1&navtag=http%3A%2F%2Fwww.nexusmods.com%2Fnewvegas%2Fajax%2Fmoddescription%2F%3Fid%3D34921%26preview%3D&pUp=1
(This adds realistic damage to objects who wear poor armors, prewar clothes, raider half naked armors etc, you not need to shoot anymore poor armor humans or creatures tons of bullets, them died easily but you died too if you have damaged or poor armor like a real life, and if you dont got powerful weapon and good bullets its dont damage good covered robots, humans power armos etc. yesterday i shoot robot with magnum 44 more than 40 bullets and it has got very little bit damage, i need to backup and find better ammos and weapons tho destroy it, i love this mod.

Realistic Headshots: http://www.nexusmods.com/newvegas/mods/35037/?tab=1&navtag=http%3A%2F%2Fwww.nexusmods.com%2Fnewvegas%2Fajax%2Fmoddescription%2F%3Fid%3D35037%26preview%3D&pUp=1
This do what a name says headshot kill easily like a real life. i choose the hardcore mode what changes player head same damage when head shot i died always. depends on your and enemies head protection

Those huge changes to game hardness and you need to play tactictal more if you dont want to have killed.

camaro_69_327: yes is sorted with a boss but im after then modify lot the load order, my ncr,s rearmament dont work and i place it lower the load order and now works fine etc little changes and if i got bugs trying to fix them modifying my load order

Before squawking that your fps is too low - remember the console version is capped at 30fps. So anything over 30 and you are already higher than the game was designed for. Regular TV and movies run at less than 30 fps. They are not 'capped' as they play at a constant that they cannot go either over or under - so things look smooth. The trick is to get it smooth, not to have a super high fps. Capping the fps is one of the tricks to keeping things smooth - because what is seen as stutter or hesitation is usually a sudden change in fps. Even going from 120 fps to 60 fps will show as a stutter. By capping at below the theoretical max you think your system can run at, you are leaving some overhead ( extra video ram) for those times when a sudden increase the video requirement occurs - like when you do a sudden 360 degree rotation to take a quick look around.

I have a fairly decent but not fantastic system, and I use a 42FPS cap - because my own experience says that most of the time I will see a smooth game at that FPS. It will still drop sometimes though because the game can be an fps hog. But it will not be either as long or as noticeable than if I allowed the fps to float up to 120 just because it could.
