It's being worked on.  The limitation isn't the CK, it's the modeling tools.  Starfield doesn't use the same model and geometry formats as earlier games, it's much more complicated.

That's depressing. Probably means my 3DSMax 2013 won't be able to edit/create meshes for the game??

No idea, I've never gotten into editing meshes, other than using NIFSkope to remove bits.  That doesn't seem to work anymore because you need to edit mesh and geometry files now.  Or something like that.
