Does anyone know if it's possible to get Place Anywhere for PC on Bethesda.net?

Does anyone know if the Place Anywhere mod on Bethesda.net (different from the Place Everywhere mod on Nexus), can be made available to PC users on Bethesda.net?

Registrator2000 is the the creator of the mod, however, he didn't put it on Nexus and I'm not sure how active he still is. In addition to my original question, does anyone know how I might go about contacting him?

Out of curiosity - what is the difference between "Place Anywhere" and "Place Everywhere"? Both mods more or less seem to do the same for me.

Place Everywhere was literally one of the key foundation mods for Fallout 4 on PC - and it still is the gold standard for what it does.
