Adding an exception that excludes Vortex from everything did not help, so I went digging and found my (the?) issue. Apparently, they broke SSL port monitoring. To disable it: Open the Kaspersky settings in the bottom left corner of its main window. Go to General settings > Network settings > Monitored ports. Set it to Monitor selected ports only. Click Select. Toggle the Status of HTTPS on port 443 so that it is Inactive. This Kaspersky article describes the process (in case you don't want to take my word for it or use another language, which you can set on the top right of their website).
