Unexpected modinfo.xml format, 7D2D, on known good mods functioning on other hosts with Vortex

• Which version of Vortex are you using: 1.7.8 Unknown
• Which game are you modding and which game store did you purchase it from? 7D2D, Steam
• Which mods are you trying to use? Collection, https://next.nexusmods.com/7daystodie/collections/puzatr
• What steps did you take before you encountered the error? Try to download the Collection, none of the mods will install.  
• What is the specific error message you received? (Provide a screenshot if possible): None of the mods are installing, getting an error for every mod stating "Unexpected modinfo.xml format"

I am the curator of the Collection, and have been trying to troubleshoot this issue for one of my users. 

I and hundreds of other users have confirmed these are good mods that function correctly with Vortex.

But I cannot explain why this one user is getting these errors.

I had the user perform a reboot of the PC, fresh installation, and new download of the Collection.  Those actions did not work.

If they are truly on Vortex v1.7.8, they should update.  That is a really old version.
