I use Vortex to play Skyrim SE on my laptop. Is there a way to duplicate (or whatever) the game in Vortex on my desktop computer?

Yes; there should be information about this in the Vortex Support forums here, or the documentation linked in there (you have to scroll past the documentation links to get to actual posts in that forum).

Settings -> Workarounds -> Database Backup

You'll need to copy over the Downloads folder, or download all mods again.
