The idea is to use an aerial view that shows the boundaries of the outpost, the restricted areas and the resources that could be collected. More or less like when you move with the beacon ready to place it until you find a good spot, but using an aerial view with variable height and without moving the character from the spot. In fact, there wasn't ANYTHING there would suggest I shouldn't build there. You're either near a POI that you haven't found yet (not all of them show up as icons on the map before you find them), or you are using a mod that extends the outpost build radius using an incorrect method. Or maybe there's a small rock (very small, don't stub your toe) in the way that for some reason 24th century technology can't remove. Or the ground is very slightly sloped and there's no way to level it. Or, and I have this problem in one of my current outposts, the frelling ground isn't actually recognized as ground.
