The first one is the base game that equips settlers with some low level vanilla weapons. Next they can take equipment out of containers. This can easliy be blocked. And afaik they can loot dead enimies. Also I would believe that settlers will always try to get a weapon if they don't have one. So maybe as a test one could try to take their vanilla weapons away, equip them with a weapon of players choice, activate this weapon and see what happens. I don't know if the npc-level is important for the choice of equipment, but I did that for several settlers and for now it seems to be working. Equipping and unequipped settlers ( and other NPCs like DC guards, even scavengers) with better weapons and armor. I use this mod to make it easier/faster, works even during comba,t but equipps entire weapon/ammo/and armor sets (but it has a lot of bugs which I descriped elsewhere in this forum, despite the relatively strong bugs I still use it a lot) https://www.nexusmods.com/fallout4/mods/68030 -----> I just hate it when in my settlement a 20 year old lookng 115lbs girl ( or even a weak looking male like June) grab 150 lbs machine cannons on thier own. I have taken to lock the most unimmersive heavy weapons that should only be used by power armor users up in containers. And only leave small stuff in the workshop. But I understand that 363rdChemicalCompany wants to equip settlers himself with weapons matching their role and body/ strength. As settlers are able to pick weapons from the ground or to loot dead bodies you need in my eyes a mod that prevents exactly that. Otherwise you will not have full control over their weaponry, because afaik settlers will pick weapons with higher level than their own ones. Maybe someone knows such a mod.
