Can't kill random NPCs

Are there any mods that override whatever it is that's preventing me from killing inconsequential NPCs? I've found a few that allow the player to kill "essentials", but that's not my issue. I just don't want any limitations on what I can do with random, generic NPCs like the nameless fisherman that I could inexplicably only maim and not murder.

Which game is this for? Which NPCs? You need to be more specific. Those NPCs may be used in quests, you just don't know it yet.

Oh, my bad, this pertains to Skyrim AE. As for which NPCs, I don't have the slightest idea beyond the two that I've come across in my testing. These are seemingly random NPCs added by some mod or other (I've installed a couple hundred or so) that I can only reduce to the crippled state but not kill. No clue how many more there may be in the world. That's why I'm hoping for a blanket solution, so that I don't have to determine exactly which mods/NPCs are problematic.

If they are in fact quest-crucial characters, then a mod that lets me kill any and all of them indiscriminately might be worthwhile. I only hesitate because these mods can reportedly break scripted NPC deaths, which I certainly don't want to happen.

Just go to uesp.net and look them up.  Find out whether they're important that way.
