I got my laptop stolen, and then I bought a new one, then it turned out I bought my own laptop.

Indeed. My understanding of 'ratting someone out', would imply that you were working with/for them......

I don't to point fingers, but given reaction about going to police makes me wonder if wording "bought it twice" can be aplied here. Still I think that with his fresh fingerprints all over a notebook the cops wouldn't much be of use anyway.

Except complaining about it on a world wide forum... But honestly, what OP wants us to do then? If he's not going to police the only way I can think of is to ask a seller if he remembers where he got it or who sold it to him (notebook was propably already bought as used, so I'm thinking about a pawnshop or similar). And even if he somewhat finds a culprit then what?

It can be some problematic relative also (on drugs, gambling, jobless etc.). I know such stories and I experienced it once myself.
