I never knew there were mini-quests for Boomers in Fallout New Vegas until I saw an unhappy little girl. Loyal found her playing in the big hanger and told her to leave. She and her favorite friend were playing hide and seek there. After she dashed away from Loyal, being mean, she was so frightened she could not remember where Cuddles was. The mini-quest probably happened, because my character has very high lvl with charisma.

 

After several searches I found Cuddles. The little teddy bear was stranded among some large crates. I returned Cuddles to the little girl. She was so happy she told Cuddles she would never leave him again. I felt good and it was like having a little sister again.

 

The game is so much more fun with Charisma = 60.
