If editing the .ini file did not work either, make sure you did not edit the .ini file where your Oblivion.exe is located (see note below) If you do not have OBMM, edit "My Documents \ My Games \ Oblivion \ Oblivion.ini"Find bBorderRegionsEnabled=1Change to bBorderRegionsEnabled=0 If you use OBMM, give Cyrodiil Border Remover a shot.
