So first part of this quest would be jumping the border while avoiding NCR Border Patrol (no offence to any of you Mexicans and/or border jumpers)

 

I may be wrong, but I'm fairly certain the the border is open in the Fallout universe (please correct me if need be, lore-mongers!). It's also set in the Sonoran Desert (and Gran Desierto de Altar). The primary inspiration is Lawrence of Arabia, but also The Road Warrior and other influences.

It was mean to be a joke rather then serious questions,so are NCR Veteran Rangers going to have any role

So, seeing as the ending to NVBIII is very possibly going to mentally scar the Courier, is his journey to Mexico in a way an attempt to leave behind his past in the Mojave (As the NCR who the Courier has been involved with in a lot of ways for a long time won't appear in the mod and I doubt that any other factions we know of will be very prominent in Mexico due to geographical and other reasons)? According to the design document, not so much - that is addressed more in The Message and Sinners and Slaves.

 

The factions in The Man from Old Mexico are new, absolutely. It's a very remote region.

I'm curious as to how Sinners and Slaves will adress the Courier's emotional state though possibly it's going to be a sort of personal redemption story. Idk if it's just me but I kind of feel like after Marko most other enemies will only pose as a moderate threat to the Courier. The Message sounds it would be a worthy end to the Courier's story.

"Quemador", a tribal leader/raider who is a powerful warlord. He also likes fire. A lot.

so would it be safe to assume that 'Just A Courier' and/or 'The Message' are pretty much off the table now? it's a shame but I understand how much work they would be
