I had a look at that and it looks good, but now there's no browse and upload one file straight from your computer. Do you have to use a file mirror now?

Uploads are handled on a seperate page now. Go to "Manage Your Files" and check out the "Upload" button next to the files you have added.

Oh, I see. So you create a mod then upload the actual .esp etc. like pictures.

Ok, I've updated the "HowTo" tutorial. But when I clicked the submit, I got the following error which I've never seen before (even though the tutorial was saved):

I think new cities can simply be in the 'building' section. There aren't THAT many of them anyway.

Most people put them in 'new lands'. You get more hits that way.
