I thought you had to get caught stealing something, then you get chucked in jail? Haven't tried it yet, although I think I'll make a new character and do so (once someone does a quick-start plugin - the intro dungeon was nice, but I'm to impatient to do it again).

Tryed three versions:

 

1: Got into jails a couple of times and suddenly a dunmer comes up and gives me a note. Then she walks away agian, and i have never seen her since. Well the note lead me pretty fast to the joining point.

 

The other two takes a bit of gold or speechcraft.

 

2: Get a beggar to like you and ask him where to find the gray fox. Then it go quick directly to the join.

 

3: Exsplore the waterfront area at midnight and you'll find a little gathering of a wood elf, a argonian, and a imperial with a torch. Get the imperial to like you and you are already getting started.

One that hasn't been covered: Get a high bounty. I had someone teleport up to me and hand me a note while I was standing on sandbags high above Green Emperor Way. Or maybe it was that I'd accidentally fallen, and they walked up to me.

 

The note was something along te lines of "We can help you pay off your bounty without going to jail".

Myvryna Arano is a resident of the Imperial City Waterfront, so you can frequently bump into her in that part of the city. And she does have an influence on the Thieves Guild, which you learn early on. In short, if you pursue the Thieves Guild questline, I guarantee you'll see her again at least once. After that, you can see her as often as you want, because you'll know exactly where to find her.

Oh yes of course. Forgot that. Sorry. But still she gives a note, and disappear for a time at least. Although as you say she can be found in the waterfront.
