Turns out the word is a term used to address someone younger than oneself such as a child. This is a term of endearment that elders use towards people they don't know (based on what i've read in the play). Just thought this might be interesting since in Morrowind when you have a good reputation with dark elves they usually greet you with a derivative of sirrah. However, your assessment of the word is correct, and I would agree that 'sera' probably comes from 'sir.' The only other thing that came to my mind as a possible source for the term was perhaps a programmer's girlfriend bearing the name "Sera." However, that's a bit far-fetched. Here's a tangent: I had a bit of an idea for a fictional race. The race is based on the idea of a species of fly that lives only for about a 24-hour period before it perishes.
