Zombie voice for a NPC?

It is, but you'd have to do it yourself. When do you want the sound to play? I'll give you an example. Say you wanted to make the NPC go "Uhhhh." during combat.

Open up the Creation Kit. Select Skyrim.esm and Update.esm as masters. Your mod as an active file, or no active file if this isn't connected to a mod yet.

You create a quest in the Creation Kit. Name it something, give it an ID, and make it Start Game Enabled. I recommend something like 'ZombieVoiceDialogue' for the ID, or something similar.

Close the Quest by pressing OK. Reopen it. (This just makes sure you can access everything correctly. You don't have to do this again.) Go over to the Combat tab, and make a topic by right clicking and selecting new. Make it of topic type whatever you want. (Whichever one you choose is where the NPC will say the dialogue. During the type of attack your topic is named.) Don't give your topic a topic text.

Make a new response, and give it the response text of: Uhhh. Then double-click the response you just made in the prompt that comes up. Press record and record yourself saying "Uhhh." like a zombie. You will need a microphone if your computer doesn't have one to do this, or you can hire a voice actor to do this for you here.

Make a condition and call it GetIsID. Put in your NPc's editorID as the parameter. Save and close the Creation Kit.

That's it. You can repeat the process to make more topics to have them make the noise for more combat types.

Sorry if that was a bit brief.
