Nihilisaurus
They have no ongoing story with them. We already know their complete backstory: US govt remnant.Ah but they aren't! That's the thing. They're more than that, a pre-war conspiracy that was at work even before the bombs fell. Them coming back again and again to try -as you said - like childrens fiction boogeymen is unoriginal and illogical, but a fallout or two down the line? Why not. They were in FO2, and FO3, but not 1 or Tactics. So maybe they'll skip a game or two, I'd be perfectly happy for that to happen. Apart from them most other oppoents are going to be akin to the antagonists from Mad Max, Super Mutants or the BoS though (vault tech robots as enemies? :S That was an odd one), so discarding a potential enemy isn't really ever a good idea. There's a little depth there, not enough but it's a start. The only real problem is it's now been established that they are the ones sitting on the hoards of pre-war tech and working aircraft to the exclusion of everyone else except partially the BOS (especially the east coast BoS after Broken Steel). Also, yeah... The wasteland needs more stuff happening to it because of the actions of our vault dweller/lone Wanderer/Chosen one. The BOS are the descendants of a single garrison. The one at mariposa, who deserted in the face of the FEV experiments and rode out the nuclear fire insde the base before leaving forever to Lost Hills. All the other "BoS" groups are splinters from this power bloc. As for the Mutants, their lack of depth was disappointing, there are two in the entire game whose first response is not KILL MAIM BURN. Which is a shame really as a community of not-so-aggressive mutants would be brilliant, presenting a world of choice. Destroy? Corrupt? Exploit? Or even help? So many options... EliteKill
I have a theory that the when the US annexed Canada many high-ranking military officials were sent there as a shelter from the bombs. I believe that the Enclave are now rearming in Canada. I also think that all of the Enclaves factories (they produce their own Power Armors and laser weapons) are in Canada. Teamkillerz
I just came up with an idea that I got from my time in KotOR, on Manaan, the local ocean planet, was totally neutral in the battles between Sith and Republic. Maybe, the Commonwealth could be a place similar, where the Enclave and BoS are set up in with outposts in the same city, and have to keep their hostilities outside it. It could be interesting for a divided quest line where you could try and sabotage the other or use your speech skills to convince the leaders of the city to expell the other faction. So either Enclave or Survivors of the Canadian occupation forces. Another possibility for Enclave hold outs is the Remains of Cape canaveral,They had to get that crawler from somewhere. There could also be more than one Enclave, who is to say they didn't split into several factions after either the great war of the end of FO2? Lawlder
The Enclave was not eliminated in Fallout 2 nor Fallout 3. In both games they just lost their leadership and their leaders. Those guys have endured pain and fire for 200 years (501 if you start countin' from 1776). You don't just wipe them out. But sadly True Humans have lost the game, even though they remain... Too bad. Korella
I really hope not. I'd really like to be able to join them as a faction in Vegas. I'd like to see them in the eventual Fallout 4.+ 1! I have the same opinion. The best variant is when the player can join any faction they want.
BooneoftheWasteland
One thing I'll miss though, Malcolm McDowell's voice on the radio as Eden.
Namorax
Even without their leaders, the Enclave is a secret MILITARY organisation. And their Goal was to obliterate all the mutants who're living inside the borders of America. They aren't evil.Their leaders just decided that everyone without pure genes should be classified as a mutant and be killed. If these "mutants" are 2,5m big, stupid as rocks and just as though, kill them. If they're 1,9m big, hungry and look like humans... well, if their genes aren't pure, they must be mutants, right? I could imagine an isolationistic Enclave base. Noone is allowed inside, and only selected people are allowed to venture outside their protected walls. After all, they're the last "pure" pre-war humans. It would be sad if they are doomed to disappear. Maybe they will be the good guys in Fallout 4^^
evilneko
That's a pretty messed up definition of "not evil" you have there.

"I was only following orders" is the WORST excuse for Genocide ever... Now the Enclave's little idea to kill mutants would kill everyone... They've all got minor mutations and a lifetime of low-level radiation and so would be killed by the modded FEV. The Enclave are nothing if not evil megalomaniacs.
