Deathblooms23
I'm in Chevy Chase Metro right now, where you first meet Sentinel Lyons, and no super mutants are spawning, just roaches. Also the tunnels I went through to get to Chevy are totally empty with not one feral ghoul.

Fonger
If you are using Vista/Windows7 and installed in the default directory you need to do a COMPLETE uninstall then re-install to someplace other than the Programs directory and finally install mods one by one testing as you go. Fonger
Well its not installed in the programs folder but it is in the same category as the programs folder under OS(C:).sounds like a horse that's not a horse is still a horse. so you should still uninstall and put it somewhere else. falloutperson416
You could try navmeshing the area, if you have placed a marker for the NPC to follow and there's no navmesh, i could develope a problem Good luck!
nosisab
It sounds like removing mods was the real problem, many mods edits the spawning points, some includes new creatures, others just the spawning amount and interval, and so on. Normally the game can recover itself but that's not always the case when the player is already in the affected cell or has visited it. PS: you may want to try going somewhere far away, inside a building without creatures ans wait for at least 5 consecutive days before returning to Capital city. That should give the engine enough time to refresh all spawning points.
