MoonDew1
Is there an easy way to look up the item, perk, and trait ID numbers in plugins, like maybe a console command or something, or do I have to do it the slow way and search for it?
jtull1127
if you place your item in a container then open up the console and click on the container and type showinventory that will get you the item number I dont know of a way for traits and perks tho
MoonDew1
Okay, now, what about skills and S.P.E.C.I.A.L? What's the command to increase and/or decrease them?

Ladez
If you're using FOMM, you can use a built-in tool called TESsnip to quickly locate form IDs. Right click on one of your plugin files and select "Open in TESsnip". This will open a window in which you can explore all entries in that file. Any entry you select will show some information in the right pane, with the form ID at the top.
iRonnie16
Not quite as good as good as what Ladez suggested but in the GECK if you select a file under the data tab and select details on the bottom it shows any files associated within that plugin.
