Noob Questions Sorry!

The game levelling means it is too easy to find mosnsters and enemies levelling faster than you. Strategy is to put the skills you need for attack and defence and use frequently as minor skills so you can raise them without levelling.

For what it's worth, I have had the most trouble with leveling too fast when it is utility skills that are majors rather than attack and defense ones. I've leveled fastter than I wanted due to Alchemy on my first two characters and on Armorer on the second , and to a lesser degree on Mysticism and Illusion due to constantly using variations of Detect Life or Night Eye/Light while wandering around in dungeons. I don't find that it is my actual combat skills or spells that I use only in combat that seem to make me level too quickly.

They don't appear in game until you are level 9 (unless you are doing the fighters guild quests). However the ingredient can be bought in shops. Try the two in the Imperial City Market first.

I believe armour causes penalties to your casting abilities, unless you have the master perk. Also, you're not going to have a lot of room, at least at first, for armour with your low strength. I would think at most maybe a light cuirass, but really Shield spells and enchantments can shave off a lot of damage.

At high level, rings, amulet, and clothing all enchanted with Grand soulgems with Shield and you're practically invincible. Except against magic maybe, I don't recall if Shield covers magic as well.

Shield won't save you from magic, but realistically speaking you shouldn't be going toe-to-toe with enemies anyway so you may be better off wearing whatever spell-absorption stuff you can find and then just enchanting the rest with shield.

Getting hit with a physical weapon or even an arrow should always be avoided where possible as a mage, and by not wearing any armour at all you'll move fast enough to do that most of the time.

If you're finding you can't dodge very well then light armor is probably the best bet. It's weight and encumbrance are much lower, so you won't be as crippled speed and casting-wise.
