Jannifer
There isn't a console command that will change this flag on an NPC. You'll have to use the Creation Kit to change things. Making all NPCs non-essential isn't something I would recommend. If a key NPC dies, then quests can be broken, and broken quests can completely stop your progress in, say, advancing up the ranks of a faction like the Dark Brotherhood or the Mages' College. If you'd like more information on console commands, go to www.uesp.net and check the Skyrim Wiki there.
BlackRampage
Actually, there is a console command to change this flag, but you'll have to know the base ID (note that this is not the Ref ID!) of an NPC first. You can look up the base ID of NPC's here or here. Once you know the Base ID of an NPC you can type: "setessential <base_id> 0" to make him non-essential and "setessential <base_id> 1" to make the NPC essential. For example, if you want to make Lydia essential you insert the following into the console: setessential 000A2C8E
saurusmaximus
The easy way to get the Base ID is to simply type "help <npc's name>" , without the quotes and brackets, and that will get you what you need.
